Have each menu category grouped into tabs with overflow on a second line. The categories are such as Main, Configuration, etc. They would be DHTML, so clicking one wouldn't reload.

I don't like them because oftentimes I miss and have to hover the category again to get the menu back. It becomes especially annoying with grandchild menus.

What you need is a theme that has a JS-added pause to keep the menu on the screen before hiding it again...
